暮色压在码头的吊塔上，咸腥的海风裹着寒气，钻进老陈的衣领里。他刚走下远洋货轮，皮鞋还沾着异乡的海盐，口袋里的工资条清清楚楚印着月薪六万，那是他在海上漂了大半年，用无数个不眠之夜换来的酬劳。
家里还有两个孩子，大的上初中，小的刚上小学，房贷、学费、生活费，桩桩件件都压在肩头，却也撑着他在远洋航线上咬牙前行。作为一船之长，他掌管着整艘巨轮的航向，熟悉每一片海域的暗流，更懂海上的规矩，也懂陆地的法度。旁人眼里，他是高薪体面的航海人，是家里的顶梁柱，这样的人，怎么会铤而走险去走私？
可手铐戴上手腕的那一刻，老陈只觉得天旋地转。
莫须有的走私罪名，凭空扣在头上。船上的货物被人动了手脚，证据链看似严密，所有矛头都指向他这个掌舵人。亲友不解，同事哗然，就连家里的孩子，都在学校被人指指点点。老陈百口莫辩，他守了半辈子的海，最后却被这片海牵连，困在了铁窗之内。
夜深人静时，他望着铁窗外的残月，想起了那些在海上漂泊的日夜。
海不同于陆地。陆地是骏马踏出来的江山，讲究政教合一，讲究大一统的集权，政令一出，四海归顺，规矩森严，壁垒分明。可大海不一样，大海以船舶为足，以风浪为路，经济、商贸、人员往来，天生带着分权的性子，四散在汪洋之上，没有固定的疆域，没有刻板的边界。
真正的海权，从不是蛮横的管控，而是海上放手分权，给远洋航行自由，给商贸往来余地，可司法必须集权。就像昔日的英国，用法条、信条守住底线，用统一的法理，管住汪洋里的无序，既容得下远航的自由，也守得住法治的底线，那是一套活的、适配海洋的规则，是判例法一点点攒起来的公道，是超越单一政令的法律信仰。
可老陈遇上的，却是僵硬的管控。只懂陆地上的集权，不懂大海里的分权，只信行政治理的强硬，不信司法技艺的严谨。一纸定论，便定了他的罪，不问缘由，不辨曲直，把一个守规矩的远洋船长，逼成了阶下囚。这像极了古时的海禁，把民间航海的力量逼成了倭寇，把安分守己的人，逼到了绝境。

老陈重新踏上了货轮，巨轮鸣笛，驶向大海。
他望着无边无际的蓝海，终于明白。海上的分权，不是放任自流；司法的集权，不是强权压迫。真正的海权法治，是给远航者自由，给守法者底气，是不让任何一个兢兢业业的人，蒙冤受屈。
