The Vanuatu International Shipping Registry (VISR) is the official open ship registry of the Republic of Vanuatu. VISR is administered by the Maritime Administrator pursuant to the provisions of the Maritime Act [CAP 131] (as amended) and the associated regulations, rules, circulars and policies issued thereunder.

The Maritime Administrator is responsible for the issuance of official certificates and documents, the publication of operational guidance, and cooperation with approved organisations to ensure that vessels registered under the Vanuatu flag comply with applicable international conventions and standards.

Electronic Documentation and Digital Administration

In accordance with the Maritime Act, electronic certificates and electronic signatures issued by the Maritime Administrator are recognised as legally valid and equivalent to their paper counterparts. The Act further provides for secure, real-time verification of such electronic certificates.

Electronic certificates shall constitute the standard method of issuance, subject to controlled exceptions where paper certificates are required.

Electronic signatures issued under approved authentication standards shall have full legal recognition.

Flag State Responsibilities

The Maritime Administrator shall exercise flag state responsibilities in accordance with international maritime conventions, with particular regard to:

Safety of vessels and preparedness for Port State Control inspections;

Environmental protection and alignment with relevant international conventions;

Subject to the eligibility requirements prescribed under the Maritime Act and related regulations, the VISR supports the registration of the following categories of vessels:
