中央金融委员会印发《关于支持加快建设上海国际金融中心的意见》
新华社北京6月18日电 为贯彻落实党的二十届三中全会“加快建设上海国际金融中心”和中央金融工作会议“增强上海国际金融中心的竞争力和影响力”的部署要求，近日，中央金融委员会印发《关于支持加快建设上海国际金融中心的意见》（以下简称《意见》）。
《意见》指出，当前和今后一个时期，加快建设上海国际金融中心要以习近平新时代中国特色社会主义思想为指导，始终做到“八个坚持”，走好中国特色金融发展之路，牢牢把握增强竞争力和影响力要求，以深化金融体制改革为牵引，以提高金融国际化为突破口，以构建中国特色现代金融体系为重点，扎实做好金融服务实体经济“五篇大文章”，加强“五个中心”建设协同联动，强化金融监管和风险防控，培育中国特色金融文化，为开创金融工作新局面、推进中国式现代化建设作出更大贡献。
《意见》明确，经过五至十年的建设，上海国际金融中心能级全面提升，现代金融体系的适应性、竞争力、普惠性显著提高，金融开放枢纽门户功能显著强化，人民币资产全球配置中心、风险管理中心地位显著增强，基本建成与我国综合国力和国际影响力相匹配的国际金融中心。
主要举措包括：
一是深化金融市场建设。推动多层次股权市场高质量发展，强化科创板“硬科技”定位和包容性，支持上海率先打造上市公司高质量发展示范区，支持企业通过并购做大做强。深化多层次债券市场体系建设，稳步发展资产支持证券。支持上海期货交易所加快建成世界一流交易所，持续推动货币、外汇等市场发展。提高上海金融市场价格影响力。
二是提升金融机构能级。集聚境内外大型金融机构依法设立的各类法人机构及分支机构、持牌专营机构等。培育和吸引实力强、经营规范的金融控股公司。推动更多国际金融组织落户上海。丰富资产管理行业主体。提升金融机构全球竞争力，深化上海金融国资国企改革。
三是完善金融基础设施。强化金融基础设施服务保障功能，建设国际领先的金融基础设施体系。加强人民币跨境支付清算体系建设。研究完善信托登记流转制度体系。完善黄金市场基础设施，研究支持上海黄金交易所国际板设立出口监管仓库。
四是扩大金融高水平双向开放。稳步扩大金融领域制度型开放，全面对接国际高标准经贸规则。促进跨境贸易投资便利化，为“走出去”企业提供综合金融服务。深化拓展“一带一路”投融资合作。深化航运保险和再保险业务创新。构建与上海国际金融中心相匹配的离岸金融体系。
五是提高服务实体经济质效。加快建设上海科创金融改革试验区。推动构建与国际接轨的绿色金融标准，丰富绿色金融产品，开展绿色金融国际合作。加强统一的融资信用服务平台建设，支持金融机构运用区块链等科技手段发展供应链金融。服务多层次、多支柱养老保险体系发展。高质量建设全球金融科技中心。推动金融支持长三角更高质量一体化发展。
六是有效维护开放条件下的金融安全。运用区块链、大数据、人工智能等技术加强对风险的前瞻性研究和及时研判。防范化解跨境金融风险，建立健全适应高水平开放的跨境资金流动监测预警、宏观审慎评估和协调联动体系。加强央地监管协同。加强上海国际金融中心建设法治保障。
为做好《意见》落实工作，中央金融办将与上海市委市政府共同牵头，会同中国人民银行、金融监管总局、中国证监会、国家外汇局等建立上海国际金融中心建设协调推进机制，研究推动解决上海国际金融中心建设有关重大议题，确保党中央关于上海国际金融中心建设各项决策部署落实到位。
