2026年CIC的核心逻辑是：承运人对船上所有货物的系固安全负有最终的、法定的管理责任，这份责任不因"货物是发货人装箱"而免除。
CIC的检查重点恰好能用来审视承运人的管货行为：
《货物系固手册》(CSM)是硬约束：CIC检查官会重点核查船舶实际作业是否严格遵守CSM要求。如果承运人知道或应当知道集装箱内是重达数吨的钢卷，却没有在CSM中针对此类重货制定专门的甲板积载与系固核查程序，或在操作中未尽到监督义务，就可能构成缺陷，甚至导致船舶滞留。
VGM数据是"照妖镜"：CIC会重点核查所有集装箱的经验证总质量(VGM)。本案中，4个集装箱装载26卷总重超100吨的钢卷，如果VGM数据不准确或未用于稳性计算，承运人直接违反SOLAS公约，这为追偿提供了强力突破口。

集装箱侧壁由内向外鼓胀——这是航行中钢卷在箱内发生剧烈滑动的铁证，说明绑扎完全失效。
如果承运人在装船前未对货物的VGM进行有效核查，或未将重货的系固风险纳入航次计划，即可证明其违反了谨慎管货义务，应当承担赔偿责任。
四、保险条款设计的启示
保险公司在承保高风险件杂货时，应将承运人是否严格遵守CSM、是否有效执行VGM核查等纳入事前风控要求。这不仅可降低事故率，更能在事故发生后，为保险公司向承运人行使代位追偿权提供有力的法律和事实依据。
