The Notice on the Adjustment of Imported Bulk Commodity Weighting Supervision
The General Administration of Customs P.R.China has issued notice No. 159 in 2019, announcing a major change in the way the customs regulates the weight identification of imported bulk commodities starting from 1st November, 2019.
According to the announcement, the supervision method will be adjusted from the current practice of carrying out weight identification on imported bulk commodities batch by batch to the practice according to the application of enterprises. If the consignee or agent of imported bulk commodities needs the certificate of weight issued by the customs, they shall apply to the customs, and the customs shall carry out weight identification and issue the certificate of weight in accordance with the application. Where the consignee or agent of import bulk commodities does not need a weight certificate issued by the customs, the customs shall no longer conduct weight identification.
According to our understanding, this adjustment is corresponding the reform requirement of the state council, further optimizes the environment of the port business, improves the level of trade facilitation, is advantageous to optimize the allocation of resources under the customs supervision, shorten the customs clearance time, promote the customs commodity inspection work more scientific and efficient. The optimization and adjustment of the customs policy provides more space for the inspection and appraisal market, and presents both opportunities and challenges to relevant enterprises.
The custom reminds the majority of bulk commodity import enterprises to pay close attention to the adjustment of customs supervision on the weighting of imported bulk commodities, and timely adjust the relevant import arrangements according to the actual situation of their own enterprises. At the same time, for problems encountered in the process of customs clearance, they can call the customs 12360 service hotline for consultation.
