关于推广浙江省、青岛市已故人士金融账户查询服务试点经验的通知
各金融监管局，各省、自治区、直辖市民政厅（局）、司法厅（局），新疆生产建设兵团民政局、司法局，各政策性银行、大型银行、股份制银行、外资银行、直销银行、理财公司，各保险集团（控股）公司、保险公司、保险资产管理公司、养老金管理公司，各金融控股公司：
为深入贯彻落实国务院关于推进政务服务“高效办成一件事”的决策部署，各省、自治区、直辖市积极行动，建设完善政务平台，推动政务服务从分部门单项办理向全场景集成办理转变，有效提升了群众办事便利度。
浙江省、青岛市依托当地政务系统，搭建“个人身后一件事”联办平台，完善跨部门联办机制，将已故人士金融账户查询等个人身后事项办理纳入联办范围，实现多项个人身后事一网通办、“一站式”查询。当地民政部门牵头统筹“身后一件事”整体推进工作，搭建跨部门联办机制，会同公安部门、卫生健康等部门开展死亡证明、火化证明、户籍注销等逝者信息的归集验证，建立动态更新的逝者信息数据库，依法依规推动逝者身份及亲属关系信息有效共享；司法行政部门指导公证机构依托联办平台协助核查申请人与逝者关系，依规出具财产查询函或财产信息告知书。金融监管部门指导金融机构积极对接“个人身后一件事”联办平台，规范业务流程，持续优化已故人士金融资产查询服务。目前，已实现“一站式”查询已故人士银行、保险等金融账户信息，便捷提取符合条件的小额存款，切实解决群众在查询已故人士金融资产过程中面临的流程繁、材料多、证明难、多次跑腿等难点问题。
浙江省、青岛市在优化已故人士金融账户查询服务方面的积极探索，已形成试点经验，为有效解决群众办事难提供了范本，现予以发布，供各地根据实际情况参考借鉴。鼓励支持政务数据共享机制健全、跨部门协同能力较强的地区率先复制推广。开展经验复制推广的地区要制定细化方案，明确各方工作责任，完善工作机制，强化协同配合，加强经费支持，保障数据获取、使用、传输、存储安全合法，确保复制推广工作平稳有序推进、取得实效。

浙江省、青岛市已故人士金融账户查询服务试点经验
一、依托地方政务平台，统筹身后事集成办理
浙江省、青岛市分别依托“浙里办”“爱山东”地方政务平台，由公安、民政、司法行政、数据管理、金融监管等部门共建“个人身后一件事”联办机制，构建多部门综合服务体系，并将个人身后金融事查询纳入联办事项，实现“一站式”查询逝者金融资产信息。
二、深化跨部门协同联动，推动政务数据互通共享
公安、民政、司法行政、人社、卫健、大数据、金融监管等部门构建协同机制，强化数据归集治理，建立完善逝者信息数据库，明确数据共享和调用规则，分步打通身份证、户籍证明、死亡证明等多类电子证照核验通道，实现政务数据“一次核验、多方复用”。
三、高效连通金融机构，创新金融资产查询机制
浙江省个人身后事联办平台“浙里逝安”通过浙江省金融综合服务平台连通辖内银行保险机构，青岛市“个人身后一件事”联办平台直连辖区银行保险机构，实现数据在线验证，系统自动查询反馈。查询范围覆盖存款、国债、黄金积存金、理财产品、商业保险等金融资产信息。
四、发挥公证服务效能，疏通身份关系核验堵点
浙江省、青岛市聚焦死亡事实确认、亲属关系核验等核心环节，由公证机构协助核查申请人与逝者关系，确保查询人主体适格，依规出具财产查询函，向各部门及银行保险机构发起查询申请，有效减轻群众多次提交材料负担。
五、简化业务办理流程，实现身后金融事一站通办
群众通过“浙里办-浙里逝安”“爱山东-青岛个人身后一件事”政务服务平台提交查询申请及相关材料，平台推送信息至相关部门，各部门依据职责开展信息核验和业务办理。在金融资产查询方面，金融机构依据财产查询函，将查询到的逝者金融资产信息通过平台向申请人反馈，实现“一套材料、一窗受理、一次告知”。
六、开通双线服务渠道，关爱帮扶特殊群体
线上，开通政务平台APP、政务服务网等终端办理入口，实现业务申请、进度查询、结果反馈全流程线上办理。线下，在政务服务大厅、殡仪馆、便民服务中心等设立专门窗口，加强宣传推广，提供咨询引导、材料预审、协助填报等服务，为老年人、残疾人等特殊群体提供便利。
七、完善数据管理体系，筑牢信息安全屏障
浙江省、青岛市建立数据分级分类管理制度，坚持“依法授权、按需调用、安全可控”原则，明确逝者信息查询权限、金融机构提供信息范围等重要事项。落实网络安全相关要求，构建覆盖数据采集、传输、存储、使用全流程管理体系，有效保障信息安全。
